                            added that Angoon supports an alcohol                                                               
                            tax.  Mr. Kookesh testified in support of

                            the developmental  disability grants and                                                            
                            added her opposition  to reductions for                                                             
                            mental health programs. She stressed that                                                           
                            the Legislature has cut "past the bone".                                                            
                            She urged that there be a statewide                                                                 
                            income tax be imposed.

                            has helped her make something of her                                                                
                            life.  She voiced  her frustration with                                                             
                            attempting to live within the budget                                                                
                            structure that she has.                                                                           
 3648 DOUG MOORE, WASILLA Testified in opposition to reductions for                                                             
                            mental health programs.  He stated that                                                             
                            the cuts will inhibit the State of Alaska                                                           
                            and within the communities.   Mr. Moore                                                             
                            testified in support of additional                                                                  
                            funding for alcohol  and substance abuse                                                            
                            programs.                                                                                         
 3845 SEAN STEMPFLE,        Testified in opposition to reductions for                                                           
      FAIRBANKS             mental health programs and how those                                                                
                            drugs are affecting  him negatively.  He                                                            
                            voiced his frustration  with the system                                                             
                            and his life.  He  stressed that this is                                                            
                           enough money.                                                                                      
 4105 LOREN GERHARD,        Spoke in support of continued funding for                                                           
      JUNEAU                the Alaska Marine Highway System budget.                                                            
                            The economy in this area is over-                                                                   
                            stressed.  The reduction will have a                                                                
                            magnitude of effects.  There are many                                                               
                            isolated communities and this is our                                                                
                            road.
